Teachers frog-marching pupils to have their finger-prints taken 'to speed up lunch queues' ?
Yeah ... I thought it was because you're a bunch of control-freak nazis, with no sense of decency.
According to the Mail:
"Teachers fear the failure to secure consent is widespread because there is no requirement in law to gain active permission, and consulting parents at all is simply seen as 'good practice'.

The Association of the Teachers and Lecturers, meeting for its annual conference in Manchester yesterday, passed a motion demanding the union investigates the issue."
What is the matter with these teachers? They're never slow to refuse to do things they don't want to do. So I surmise they must be happy to treat their pupils like criminals or cattle in this manner. There's no requirement to gain permission (here referred to as 'active permission' - as opposed to what? Passive permission? What's that? When you leave your window open and somebody climbs in and robs your house?). Probably because it falls into that general category of things only crazy people thought were likely to happen and thus needed to be mitigated against. Unfortunately the crazy people were correct. The country is run at the top by complete scum, served by brainless droids who will do whatever their book of regulations tells them.
Parents; stop ignoring your responsibilities and get your kids out of these prison camps.
